FZFW:Billy (Anime)

Billy is the pilot of the Mad Wolf, and was a member of Dark Million who only wanted to escape the training grounds of the organization. He first appeared in Lap 31 - Vestige (Traces Of You).
History
F-Zero Farukon Densetsu (Anime)

As a newcomer to the F-Zero Grand Prix during Lap 31, Billy approached the leader of the Mobile Task Force, Jody Summer, and pleaded for her assistance. He revealed that he was in the race solely to help Miss Killer defeat her rivals, and claimed to have known what truly happened to her brother, Andy Summer. Dark Million's Dark Soldiers would attack Billy off the track, leaving the Task Force to divert their course during the race.
Attempting to lure the Mobile Task Force into a trap by providing a false and tragic backstory about his supposed friends at one of Dark Million's training grounds. The fabricated story led Ryu into a trap, in which Blood Falcon had been waiting to dispose of him. Captain Falcon and the Task Force showed up just in time, albeit the Task Force’s arrival was a bit later. Blood Falcon, too focused on catching up to Captain Falcon, had driven his machine off a cliff.
Afterwards, the Task Force members returned to confront Billy, calling out his lies again and scolding him. Though still upset at Billy for lying, Jack Levin suggested Billy might actually have what it takes to "be a real pilot someday," ultimately cheering him up.
Billy also had a minor appearance during Lap 40, seen beside Mr. EAD and Pico at the winner's podium.
F-Zero GP Legend (GBA game)
In the F-Zero GP Legend GBA game, Billy is a playable character with his machine, the Mad Wolf. He is not featured in the Story Mode.
